BIS (Bureau of Industry and Security)
- Regulates exports and reexports of items subject to the EAR in addition to certain activities of U.S. persons.
EAR (Export Administration Regulations)
These are regulations that apply to “dual use” items.
- Items that can be used in both commercial and military/strategic applications.
- Also apply to items that have solely civil uses.
- Other agencies have jurisdiction over some exports
What determines regulatory requirements? Primarily:
- What you are exporting?
- What country it is going to?
CCL (Commerce Control List)
(Listed as “Category 0” - “Category 9” on the EAR)
- Contains lists of items subject to licensing authority of BIS
- Each entry is called Export Control Classification Number (ECCN)
- Items listed in terms of technical parameters
